Your Tier 2 filing, prepared for you and signed by a Qualified Energy Manager.

Tier 2 Desk prepares the complete Washington Clean Buildings Tier 2 package for your building: Portfolio Manager benchmarking, Forms B and C, the Energy Management Plan and the O&M program. A Qualified Energy Manager reviews, signs and submits it. $3,900 per building with our partner QEM, $2,400 if your own QEM signs. The free programs coach you; we do it.

What the 1 July 2027 date means

Compliance date1 July 2027, for every non-residential building of 20,001–50,000 sq ft and every multifamily building over 20,000 sq ft. No staggering by size. After that, owners report every five years.
If you miss itCommerce issues a notice of violation with at least 30 days to cure. If it isn't cured: a penalty of up to $0.30 per sq ft of gross floor area per compliance period, and the building may lose eligibility for the incentive. Penalties may not be passed on to tenants who cooperate.
Early Adopter Incentive$0.30 per sq ft, paid by your utility once Commerce approves the compliance application. Applications are due by 1 July 2027. As of 24 Sep 2026 Commerce reported about $11.8M awarded and $138M of the $150M fund left. How the incentive works
Two-year extensionAn owner who benchmarks by the date can request two more years for the Energy Management Plan and O&M program. Requests run from 1 Jan 2027 to 1 Jan 2028. The extension does not pay the incentive. Extension or full filing?
ExemptionsApplications must reach Commerce at least 180 days before the date, so about 2 January 2027. Each needs more than 50% of the floor area to qualify (for example under 50% occupied, or pending demolition).

Who does what

Tier 2 Desk

Our agents, supervised by an operator, set up Portfolio Manager, request your utility data, turn your questionnaire and nameplate photos into the plan, program and forms, and keep a dated plan to submission.

You, the owner or manager

About two hours: the questionnaire, utility authorizations, nameplate photos, your Secure Access Washington account and shared access, and your signature on Form A.

The Qualified Energy Manager

Yours, after the free state course, or our partner. Reviews the evidence with your energy manager, sets the EUI target, signs and submits in the Clean Buildings Portal.

$500 refundable deposit to start. It starts the utility data requests the same day. The balance is due when your package is ready to submit, not when the incentive is paid. Cancel before we deliver your draft plan and program and we refund the deposit in full.
